Call people for a survey and play songs over the phone and have them rate it?

Is there a IVR or VRS that i can use to call people, speak to them personally, hit a link on my computer that will play a song over the phone and then i can ask them to rate it?|||Yeah guess so...|||I bet you could do it with a conference call together with Skype.
